Discovery Gardens rules: No smoking...

Residents of 291 buildings in Discovery Gardens, a master community in Dubai that has over 20,000 apartments, have been issued a circular, asking them to comply with building rules and regulations with violators facing counteractive action to legal action.

“In our endeavour to keep and uphold the community building’s welfare, we would like to reiterate that all residents are obliged to comply with the building rules and regulations in Discovery Gardens,” Nakheel Facilities and Owners Association Management said in a circular.

“The purpose of these regulations is to promote safe and harmonious community living. In view of the above, effective May 4, counteractive action and/ legal action will be applied to any violation of building rules and regulation,” it adds.

Among the rules and regulations is that children should not play in corridors, reception area or near plants outside the building, which is aimed to avoid disturbance and noise complaints from other residents.

The rules state to keep the building main door closed at all times so that it prevents overheating and air conditioner leakage.

“Repair of building’s air conditioners is a costly process. Everyone will suffer from the excessive heat in case of failure.”

The circular mentions that storing items such as baby strollers, prams, plant pots, shoe cabinets, pictures and bicycle on, in or under stairways or corridor is in direct violation of Dubai Civil Defense regulation.

“This endangers the safety of all occupants and such items found unattended will be removed and disposed of without any further notice,” it adds.

Smoking is prohibited in corridors, fire escape staircase and reception area due to the fire hazard with fines being imposed on those found violating the rule, the circular states.

“I hope Nakheel does fine violators… we see people opening the staircase windows and smoking. Sometimes, when you take the staircase, you can smell tobacco,” says Rajni Deshmukh, a resident of Discovery Gardens.

“They have also asked us to close the main door, but unfortunately, in my building - no 54 -, the door locks have been broken. The door is open all the time. You don’t need access cards anymore,” she adds.
